Job Title: Chief of Party

Overview:

ACDI/VOCA is seeking a Chief of Party for the upcoming Climate Resilient Agricultural Market Systems Activity in Egypt, funded by USAID. This anticipated program aims to transform Egypt's agriculture and food systems toward sustainable production, economic growth, and climate-resilient practices. The program will focus on strengthening Egypt’s agricultural market systems and enhancing the capacity of farmers, enterprises, and organizations to expand sustainably.

Roles & Responsibilities:

- Strategic Leadership: Lead the overall strategic planning, implementation, and management of the program.
- Integrated Approach: Develop and implement an effective integrated approach involving program components, participants, government actors, private sector partners, and other stakeholders.
- Quality Control: Ensure the quality and timeliness of all deliverables.
- Liaison Role: Serve as the principal liaison with USAID staff, institutions, and client country partners to exchange information and build professional relationships.
- Monitoring & Evaluation: Monitor program indicators, evaluate results, and guide implementation to achieve maximum impact.
- Strategy Development: Spearhead strategy development and utilize managerial tools and frameworks to improve the team’s ability to achieve project goals successfully and sustainably.
- Theory of Change: Facilitate the development and implementation of the program’s evolving theory of change, oversee work plans, and track progress towards core indicators and learning objectives.
- Adaptive Management: Develop systems that support a Collaborating, Learning, and Adapting (CLA) approach, establishing a culture of adaptive management.
- Financial Oversight: Administer financial oversight and procedures, ensuring compliance with ACDI/VOCA's accounting principles and USAID regulations.
- Risk Management: Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
- Representation: Represent ACDI/VOCA and the program to the public and donor community.

Desired Candidate Profile:

- Education: Bachelor’s degree in agriculture, agricultural economics, international development, or a relevant field (Master’s degree preferred).
- Experience:
- Minimum of 10 years of progressively responsible experience managing complex, multi-stakeholder agricultural development projects.
- Previous experience as a Chief of Party for projects of similar magnitude and complexity is highly desired.
- Experience working in Egypt is preferred.
- Knowledge:
- Knowledge of and experience with USAID rules and regulations.
- Proven ability to collaborate successfully with host-country government officials, international donors, and private sector stakeholders.
- Skills:
- Demonstrated experience in program design, policy dialogue, strategic planning, and implementation of workforce development, education, and systems improvement.
- Fluency in English is required.
