Job Description

Job Title: Marine Operations Superintendent

Job Summary and Purpose

The Marine Operations Superintendent ensures the safe, efficient, and cost-effective operation of vessels. This role involves overseeing adherence to Flag State regulations, company policies, and customer requirements. The Superintendent is responsible for implementing navigation, seamanship, and cargo handling policies on board.

Accountabilities

Cargo Management and Compliance:

1. Vessel Operations:
- Ensure vessels are operated safely, reliably, and economically, adhering to the highest industry standards.
- Ensure compliance with international, Flag State, legal requirements, company policies, and port/terminal requirements.

2. Certification & Equipment Supervision:
- Ensure vessels' trading certifications are valid to avoid non-compliance issues.
- Supervise ESTS equipment and act as the site representative during ESTS operations.

Vetting of Vessels:

3. Vessel Vetting:
- Ensure vessels are vetted successfully, arrange SIRE inspections, respond to observations, initiate remedial actions, and address policy gaps.
- Manage VPQ details in the SIRE system and maintain relevant vessel particulars data.

Audits and Ship Inspections:

4. Ship Inspections:
- Conduct regular ship inspections to ensure effective management during calls or sailing visits.
- Perform internal audits (navigational, galley, cargo) and SHEQ audits.

5. Audit Follow-Up:
- Supervise the close-out of audits and inspections in coordination with the SHEQ Division.

Safety Management System:

6. SMS Maintenance:
- Maintain and improve the Safety Management System (SMS), including briefing new senior officers on SMS, company policies, and charterer requirements.

Voyage Planning:

7. Voyage Supervision:
- Supervise voyage planning and performance for managed vessels, ensuring compliance with charterer requirements and addressing performance-related claims.

8. Terminal Approval:
- Participate in ship-shore interface studies and liaise with agents, charterers, and terminals for berth suitability assessments.

Incident Investigations and Risk Assessment:

9. Incident Management:
- Lead investigations into incidents, ensure timely closure, and conduct safety risk assessments and environmental impact assessments.

10. Emergency Response:
- Perform duties as per the Emergency Response Plan and as directed by the Incident Commander.

Staff Related Functions:

11. Personnel Management:
- Work with the Operations Manager and Marine Personnel Manager on personnel assessments, promotion, recruitment, and staff development.

12. Staff Supervision:
- Supervise ship staff conduct and performance, and assist in the recruitment process.

Interface:

13. Daily Operations Link:
- Provide a link between NSQL Management and ship’s staff, ensuring effective implementation of quality improvement projects and operational processes.

Generic Accountabilities

Quality, Health, Safety, & Environment (QHSE):

14. Adherence to Policies:
- Follow all relevant SHEQ policies, procedures, and controls to ensure safe and environmentally responsible service.

Policies, Systems, Processes & Procedures:

15. Policy Implementation:
- Implement approved policies and procedures, ensuring proper vessel implementation.

Others:

16. Representation & Optimization:
- Act as an intermediary between charterers and STASCO, safeguard the organization’s reputation, and optimize costs.

17. Sub-Standard Operations:
- Investigate sub-standard operations and evaluate alternative systems or methods for improvement.

18. Industry Representation:
- Represent the organization in industry-specific meetings and perform other related duties as instructed.

Desired Candidate Profile

Qualifications:

- Degree in Nautical Science or a related field.
- Master Mariner Certificate of Competence and associated certifications.

Experience:

- 8 to 12 years of experience, including 3 years as Master on LNG/LPG or crude/oil carriers, with at least 2 years in a head office management position in a large gas/oil shipping company.
- Experience working with personnel from different cultures.

Job Specific Skills:

- Fully conversant with international and national maritime statutory requirements (SOLAS, ISM, MARPOL, ISPS, SOPEP, ISOs).
- Training and knowledge of emergency response procedures, ship vetting, and inspections.
- Auditing skills (Lead ISO, ISM, ISPS auditor).
- Computer literate with proficiency in Microsoft Office Suite.
