Job Description
Job Title: HSEQ Officer – Terminals
Roles & Responsibilities:
1. APEX HSEQ & Sustainability Meeting:
- Lead and run the APEX Meeting for all terminals and plants every quarter.
- Review reactive and proactive indicators and maintain meeting minutes.
2. Emergency Response (ER) Drills:
- Liaise with local authorities to plan and conduct annual mega drills.
- Conduct internal mock drills as per the drill plan across all UAE terminals and plants.
- Develop and maintain the Emergency Response Plan and Business Continuity Plan in coordination with Group HSEQ.
- Play the ER role during incidents and manage emergencies alongside the ER team.
3. Customer Management:
- Attend and participate in customer review meetings.
- Fulfill customer requirements on time.
4. Authorities Inspection/Audits:
- Liaise with relevant authorities (e.g., Civil Defense, Police, Port Authorities) for inspections.
- Ensure all relevant permits are up-to-date and initiate timely renewals.
5. Customer Audits:
- Lead and support terminal/plant operations during customer audits.
- Ensure actions are completed as per agreed timelines.
6. External Audits:
- Lead external certification audits (ISO, CDI – T Assessment, Social Compliance) with support from Group HSEQ.
- Work on closing agreed findings on time.
7. External Certifications:
- Maintain the validity of external certifications (e.g., ISO, ICT) and initiate timely renewals.
8. Internal Audits:
- Support and demonstrate transparency in Group Internal HSEQ MS Audits.
- Close all audit findings within the agreed period.
9. Incident Investigation:
- Report incidents and customer complaints to Group HSEQ and Business Excellence team.
- Investigate incidents and complaints in a positive, blame-free environment.
- Ensure corrective actions are taken to prevent recurrence and share learning with the team.
10. Incident Tracker & Corrective Action Tracker:
- Maintain the incident tracking register and ensure corrective actions are closed on time.
- Prepare trend analysis of reported NMPI and accidents, and conduct appropriate training programs.
- Track and monitor all internal and external action items using the Corrective Action Tracker.
11. Legal Requirements:
- Liaise with local authorities to monitor changes in legal requirements.
- Update the legal register and ensure full compliance.
12. Risk Assessment:
- Conduct periodic terminal or plant inspections.
- Carry out risk assessments as per IMS, customer, and operational requirements.
Desired Candidate Profile:
- Educational Qualifications:
- Engineering or equivalent academic qualification.
- NEBOSH IGC or International Diploma.
- Skills:
- Integrated Management System, Training & Development, Incident Investigation, Emergency & Crisis Management, and Business Continuity Management.
- Proficiency in computer applications and Microsoft Office packages.
- Experience:
- 7+ years of overall HSEQ experience, preferably in Oil & Gas or Chemical sectors.
- 4+ years of experience in Oil & Gas or Chemical terminals or production environments.
