Job Description:

We are seeking a highly motivated and experienced professional to join our team as the WOS WASH Cluster (Co-)Coordinator. This role is crucial for ensuring a coherent and effective response to WASH needs in the designated area. The (Co-)Coordinator will work closely with key stakeholders, including communities, authorities, cluster institutions, INGOs, and UN agencies, to lead a strategic collective response. This position requires coordination with UN OCHA, cluster lead agency UNICEF, and other country cluster coordinators.

Objectives:

1. Ensure a coherent and effective WOS WASH Cluster response by mobilizing cluster partners strategically.
2. Promote best practices and relevant standards, emphasizing Do-No-Harm principles.

Duties and Responsibilities:

1. Cluster Coordination:
- Assume overall responsibility for co-leadership of the WOS WASH Cluster.
- Work closely with key members, government entities, OCHA, UNICEF, and all other cluster members.
- Secure commitments from humanitarian actors supporting the cluster response.
- Lead needs assessments and harmonize response activities, preventing overlap and duplication.
- Ensure clear communication between the field and the national cluster.
- Contribute to OCHA sitreps and coordination meetings.
- Represent the WOS WASH Cluster in relevant external meetings.
- Prioritize and include the WOS WASH Cluster in multi-sector assessments and reports.
- Track and monitor fundraising for WOS WASH Cluster interventions.

2. Capacity Building:
- Conduct capacity mapping of all current and potential WOS WASH Cluster actors.
- Promote and support training of humanitarian personnel and capacity building of partners.
- Identify learning and training opportunities for cluster members.
- Ensure awareness of relevant policy guidelines, technical standards, and commitments.
- Promote protection main-streaming and adherence to Do-No-Harm principles.
- Facilitate capacity building for Acted program staff.

Key Performance Indicators:
- Regular cluster meetings conducted.
- Cluster response plan developed.
- Number of cluster-specific needs assessments conducted.
- Tools/products developed to support cluster members and/or information management.
- Cluster-specific reports/information products produced.
- Contributions to OCHA sitreps.
- OCHA coordination meetings attended.
- Funding commitments secured for the cluster response.
- Increased participation of new members in the cluster.

Qualifications:
- Bachelor’s degree in civil, environmental and/or water engineering, environmental studies, public health, social sciences, or related field.
- Fluent in English (written and spoken); Arabic fluency is an advantage.
- At least 5 years of experience in humanitarian project field implementation.
- At least 3 years of experience in WASH-related activities.
- Previous experience in cluster coordination is highly desirable.
- Familiarity with the information management cycle and tools (e.g., 4Ws) is desirable.
- Strong team player with coordination and external representation experience.
- Familiarity with the IASC and cluster system, humanitarian system, and donor requirements.
- Organizational and planning skills.
- Ability to work in a multi-cultural environment.

Salary:
ACTED's proposed monthly salary: 2549 JODs.
