Head of HSE (Health, Safety & Environment)

Position: Health, Safety, and Environment (HSE) Manager

Purpose:
The HSE Manager is responsible for shaping and implementing an HSE strategy, fully integrating it into all business and operational processes. This role involves building strong relationships with internal and external stakeholders at senior levels, advising the Managing Director and Senior Management teams on HSE implications, and ensuring effective risk management through a commitment to safety, reliability, and quality. The HSE Manager also acts as the change agent for the Operational Excellence program.

Principal Accountabilities:

HSE Leadership:
- Interpret the Corporate APM Terminals HSE strategy to co-create a site-specific HSE vision and strategy with the Senior Management Team.
- Empower and enable operational team members with day-to-day responsibility for HSE-related activities.
- Assure that all HSE improvement activities reflect the latest legislation and practice.
- Develop and implement assurance programs, including audits and inspections.
- Manage internal and external relationships and create stakeholder maps.
- Enable risk management and incident management processes.
- Assure critical controls are identified and effective.

Strategic Leadership:
- Create and monitor a communication plan based on the stakeholder map.
- Influence, engage, and support Senior Managers in developing the HSE culture.
- Implement best practices by embedding strategic HSE elements in business unit plans.
- Provide technical expertise, strategic leadership, and support across the Senior Management Team.

High-Performing Team:
- Inspire and lead the HSE Improvement team to deliver the HSE vision and strategy.
- Lead monthly HSE committee meetings to measure performance and appraise improvements.
- Role-model a values-led HSE risk management approach.

Regulatory Leadership:
- Actively lead relationships between the Business Unit and APMT HSSE HQ.
- Represent and protect business interests through negotiation, challenge, and influence.
- Advise the business on all HSE legislative and best practice developments.

Work/Business Contacts and Authority:
- Internal: Management team, terminal staff, Regional and Global HSSE Team, other relevant internal stakeholders.
- External: Service providers, Inspection bodies, Civil defence, Fire & Emergency services, Government Agencies.

Reporting and Scope:
- Direct Reports: Safety Compliance Manager, Safety Officers, Safety Admin Assistant, Business Partner.
- Reports to: Terminal Managing Director.
- Geographical Scope: Primarily local/domestic.

Critical Knowledge and Experience:
- BSc/MSc in Health, Safety, Security, or Environment discipline.
- 3-5 years of senior-level HSE experience in port operations or similar industrial environments.
- NEBOSH general certificate with distinction grade.
- Chartered member or working towards chartered membership of IOSH (CMIOSH).
- Kelvin TOP-SET Senior Investigator certificate.
- Experience leading and developing teams.
- Operational/managerial experience at a terminal is preferable.
