Job Description

Job Title: Planning Manager | Real Estate | Asset Development

Overview of the Role:

The Planning Manager will provide expert planning and project controls services essential for the successful delivery of multi-use developments on time and within budget. This role involves full-time oversight and management of development projects to ensure they meet all specified timelines and financial constraints.

Key Responsibilities:

- Development and Project Planning:
- Provide strategic planning and project controls advice to the AFRE Team within the relevant portfolios.
- Maintain time control management across the entire development cycle in alignment with the development plan requirements.
- Manage the resolution of claims and disputes related to Extension of Time, Disruption, and Delay, ensuring compliance with terms and timelines.

- Contractual and Compliance Management:
- Ensure adherence to contractual time control requirements and regular reporting per AFRE standards.
- Monitor and enforce compliance with the Delegation of Authority and Key Stage Gateways for Development.

- Performance Monitoring and Reporting:
- Establish and track Key Project Performance Indicators for the full development cycle.
- Implement and maintain accurate Earned Value and budget reporting on a monthly basis.
- Prepare and provide data for Development budget projections, including cost and revenue inputs from various teams.

- Project Planning and Advisory:
- Contribute to the preparation and updating of the Project Roll Out Plan.
- Advise Development Directors on project procurement and consultancy services to meet development time requirements.
- Assist in the preparation of project development feasibility studies and presentations.

- Record Keeping and Risk Management:
- Ensure engineers and contractors maintain accurate records of as-built programs.
- Provide advice on delay mitigation and reprogramming techniques to keep projects on track.
- Maintain and update the portfolio risk register.

- Team and Consultant Management:
- Oversee Engineers (PM Consultants) to ensure timely review and approval of contractors’ programs.
- Follow up on program updates, progress of works, and contractor resources.
- Maintain and update the Master Schedule.

Desired Candidate Profile:

- Required Skills:
- Minimum of 7 years’ experience in Planning & Project Controls with Real Estate Developers.

- Educational Qualifications:
- Bachelor’s Degree in Engineering (Civil or Architecture).

- Technical Skills:
- Excellent knowledge of Oracle Primavera P6 Software.
- Proficiency in MS Office Applications.
- Familiarity with pre-contract stages and activities.
- Comprehensive understanding of the project development lifecycle.
