Job Description

Job Title: Department Manager - Project Controls

Roles & Responsibilities:

- Budget and Cost Management:
- Manage and monitor project budgets, costs, and financial performance, including the development and implementation of budgets and baselines.
- Prepare and maintain portfolio cost reports, including budgets, forecasts, commitments, and actual costs.
- Establish and maintain a project invoice register and monitor cash flow and available funds.

- Planning and Scheduling:
- Control and monitor project schedules from registration to handover, ensuring alignment with project objectives.
- Prepare and maintain portfolio management schedules, including Level 1 management schedules and stage gate schedules for projects.
- Define schedule requirements for contracts, evaluate bidder schedules, and review baseline schedules.
- Implement PMM standard planning and scheduling processes.

- Change Management:
- Implement the relevant Stage Gate Process on all new and existing projects.
- Prepare financial input for contracts and define cost requirements.

- Document and Information Management:
- Implement an Enterprise Document Management System (EDMS) and develop a structure for archiving project documents.
- Monitor and audit document management performance, ensuring adherence to project record filing requirements.

- Testing and Commissioning:
- Prepare scope of work for testing and commissioning, and review contractor proposals.
- Assign and maintain resources for testing and commissioning and ensure performance adherence.

- Department Management:
- Develop and ratify department operating processes and procedures based on PMM standards.
- Assess project control staff capabilities and recommend appropriate roles.
- Prepare and manage a knowledge transfer program for the department.

- Continuous Improvement:
- Involve in continuous improvement, capacity building, and talent development.
- Stay informed of relevant Quality, Environmental, Safety, and Occupational Health Policies.

- Other Duties:
- Perform other duties as assigned by the line manager/supervisor.

Desired Candidate Profile:

- Education:
- Bachelor's Degree in Engineering from an accredited University.

- Experience:
- Minimum 20 years of experience in planning and scheduling, with at least 5 years as a scheduling manager on large-scale projects.
- Thorough knowledge and experience in cost engineering, cost estimating, control, analysis, planning, scheduling, and project control activities.
- Experience in engineering, procurement, contracts, construction, and startup work processes.

- Skills:
- Advanced knowledge of Primavera P6 and EPPM platforms.
- Strong ability to review and analyze project schedules and contractor performance.
- Demonstrated skills in management, supervisory functions, and personnel administration.
- Excellent verbal and written communication skills.

- Additional Qualities:
- Experience working internationally, preferably in KSA.
- Involvement in continuous improvement and talent development.
