Job Description

Job Title: Department Manager - Strategic Planning

Roles & Responsibilities:

- General Management:
- Adopt and implement Clients' PMM (Project Management Methodology) and EXPROs Five-Year Project Portfolio Planning (5YPPP) processes and methodologies.
- Oversee project registration and manage the initial stages of the Stage-Gate process.
- Review and update the National Guideline for Master Planning.

- Planning and Approval:
- Manage the development of the National Master Plan.
- Review Clusters Master Plan and approve the Capital Investment Plan (CIP) identified by the Local Master Plan.
- Ensure all projects identified within the CIP contribute to achieving KPIs (Key Performance Indicators).
- Review and approve the business cases for projects.
- Ensure alignment of all projects with the Master Plan requirements.

- Support and Coordination:
- Support the cluster in preparing and updating the 5YPPP periodically.
- Prioritize projects within the 5YPPP based on approved criteria and finalize updates based on feedback from the EXPRO team.
- Work with client departments to develop capital expenditure plans for specialized programs.
- Coordinate with external governmental departments, such as municipalities, to ensure project alignment with expansion plans.

- Monitoring and Integration:
- Monitor the implementation of regional Master Plans and their identified CIPs.
- Assess the capabilities of the Client's existing department staff and recommend suitable roles and responsibilities.
- Integrate client’s assets and GIS (Geographic Information System) data into a unified database platform.

- Knowledge Transfer and Coordination:
- Prepare and manage the Strategic Planning department’s knowledge transfer program, including on-the-job learning.
- Coordinate with the Client to ensure alignment of water and wastewater services with main developers.
- Draft agreements and MOUs (Memorandums of Understanding) to provide services for developers and ensure timely execution of agreements and projects.
- Attend coordination meetings with main developers and review mega project requirements for water and wastewater services, ensuring these are included in master plans.

- Compliance and Additional Duties:
- Ensure compliance with relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
- Perform other duties as assigned by the line manager or supervisor.

Desired Candidate Profile:

- Education:
- Bachelor’s or Master’s degree in Engineering or Urban Planning from an accredited Western University.

- Experience:
- Minimum of 20 years of experience in national or international major initiatives and developments, with a strong track record of engagement with utility providers and commercial/public stakeholders.
- Expertise in major development master and urban planning, particularly at national levels.
- Proven experience in developing water and wastewater master plans.
- Extensive international experience, with preference for Middle East or KSA (Kingdom of Saudi Arabia) experience and cultural understanding of the region.
