Job Description

Job Title: Program Manager

Roles & Responsibilities:

- Project Planning and Formulation:
- Participate in planning and formulating design alternatives and solutions for construction projects.
- Work closely with project sponsors, cross-functional teams, and assigned project managers to develop project scope, deliverables, required resources, work plans, budgets, and timing for new initiatives.

- Program and Project Management:
- Manage program and project teams for optimal return on investment.
- Coordinate and delegate cross-project initiatives to ensure alignment and efficiency.
- Identify key requirements for cross-functional teams and external vendors.

- Budget and Resource Management:
- Develop and manage project budgets and be accountable for delivering against established business goals and objectives.
- Work with other program managers to identify risks and opportunities across multiple projects within the department.

- Risk and Performance Management:
- Analyze, evaluate, and overcome program risks.
- Produce program reports for managers and stakeholders, providing insights and updates on progress and issues.

- Client Communication:
- Communicate continuously with Client representatives regarding project progress and areas of concern.

- Operational Efficiency:
- Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
- Direct work sequencing to expedite project delivery and minimize disruption of ongoing operations.
- Ensure that project operations comply with design specifications and client requirements.

- Compliance and Reporting:
- Informs themselves of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the line manager or supervisor.

Desired Candidate Profile:

- Education:
- Bachelor's Degree in Engineering from an accredited University.

- Experience:
- Minimum 20 years of experience in managing large-scale infrastructure programs consisting of multiple projects.
- Experience with major government and/or semi-government programs and project implementations.
- Extensive experience in construction management, particularly in water and wastewater works.
- Proven track record in implementing a zero-accident philosophy.
- Record of engagement with government entities/utility providers.

- Skills:
- Excellent verbal and written communication skills.
- Experience working internationally.
