Job Description

Job Title: PMO Senior Manager

Roles & Responsibilities:

- PMO Development and Implementation:
- Develop and implement comprehensive PMO (Project Management Office) plans and processes for overseeing, coordinating, and reporting all work processes.
- Establish and enforce policies and procedures for project management.

- Project Coordination:
- Participate in the planning and formulation of design alternatives and solutions for construction projects.
- Communicate continuously with Client representatives regarding project progress and areas of concern.
- Implement standardized project management and business analysis practices.

- Project Management and Reporting:
- Work closely with Project Management leads and interact frequently with project functions such as Source and Deliver to develop and improve Project Management processes.
- Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
- Direct work sequencing to expedite project delivery and minimize disruption of ongoing operations.

- Inspection and Compliance:
- Inspect, approve, and accept completed projects, ensuring conformance with institutional standards, building and life safety codes, and architectural/engineering specifications.
- Research and prepare various reports on operations, equipment, policies, procedures, and other issues as appropriate.

- Project Status and Financial Management:
- Evaluate detailed project status reports and present key highlights and related implications for business partners and executives.
- Oversee all aspects of day-to-day management of construction projects.
- Oversee consolidated cost estimates and general financial management, incorporating risk management for the overall project.

- Resource and Capacity Management:
- Lead the resource and capacity management process for assigned projects to ensure deliverables and timelines are met.
- Develop employees to ensure sustainable delivery capability.

- Compliance and Coaching:
- Ensure project operations comply with design specifications and client requirements.
- Provide coaching, advice, and guidance to the team, maintaining high levels of integrity, motivation, and morale.

- Stakeholder Management:
- Manage stakeholder relationships and business engagement effectively.

- Health and Safety Compliance:
- Informs themselves of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.

- Additional Duties:
- Perform other duties as assigned by the line manager or supervisor.

Desired Candidate Profile:

- Education:
- Bachelor's Degree in Engineering from an accredited University.

- Experience:
- Minimum 20 years of relevant project management experience, including leading major government and/or semi-government international programs and projects with a proven track record of delivering project excellence in a direct project manager role.
- Experience in major government and/or semi-government international construction sites with direct knowledge and management of site engineering, project controls, environment, health and safety, contracts management, and quality.
- Proven experience in implementing a zero-accident philosophy and engaging with government entities/utility providers.
- Record of implementing continuous improvement on-site and supporting capacity building/talent development in a construction environment.

- Skills:
- Excellent verbal and written communication skills.
- Experience working internationally, with a preference for KSA (Kingdom of Saudi Arabia) experience.
