Job Title: Monitoring, Evaluation, and Learning (MEL) Manager
Job Type: Full-time

Job Description:

We are seeking an experienced and dynamic Monitoring, Evaluation, and Learning (MEL) Manager to lead the MEL activities for all projects at [Company Name]. The MEL Manager will play a key role in ensuring the achievement of project goals and objectives by overseeing monitoring activities, managing the MEL team, and providing technical support. The ideal candidate should have a Bachelor’s degree in Business Administration, Social Work, or a related field, along with 8+ years of hands-on experience in M&E within the NGOs context, with specific experience in M&E for protection and livelihood projects. Excellent English and Arabic language skills, both written and spoken, are essential for this role.

Core Responsibilities:

Monitoring:
1. Provide leadership and direction on MEL to ensure project goals and objectives are achieved.
2. Manage monitoring activities and tracking of indicators for all projects.
3. Oversee the development and implementation of the Monitoring and Evaluation Plan (MEP).
4. Lead the development of data collection methodology and tools.
5. Ensure timely and accurate data collection using a variety of tools.
6. Conduct routine field visits to various project locations to ensure the quality of monitoring activities.
7. Supervise qualitative data collection methods (FGDs and KII) and ensure standard operating procedures are applied.
8. Supervise data cleaning, analysis, and preparation of regular and comprehensive project reports.
9. Coordinate and finalize program monthly reports and share with relevant stakeholders.
10. Provide daily follow-up and support to the MEL team on data collection efforts.

Evaluation and Learning:
1. Identify red flags in project implementation and report issues to relevant staff.
2. Facilitate data collection for larger assessment activities and projects.
3. Prepare lessons learned and recommendations reports and presentations.
4. Organize learning workshops for all projects.

Data Management and Coordination:
1. Perform data quality checks on data entered into JRF Information Management System.
2. Cross-check project fact sheets and summary sheets for data quality.
3. Supervise the MEL team in ensuring up-to-date work plans and proper tracking of MEL activities.
4. Ensure documentation of all project documents, including log-frames, MEPs, trackers, and reports.
5. Understand the concept of SQL and Azures, covering for the IM team during their absence.

Managerial Responsibilities:
1. Convey organizational strategy to the team and set department and individual targets.
2. Evaluate performance of team members, provide feedback, and identify development needs.
3. Participate in assignments and ensure timely dissemination of information as requested by Executive Management.

Skills:
- Bachelor’s Degree in Business Administration, Social Work, or a related field.
- 6+ years of experience in M&E within the NGOs context, with specific experience in M&E for protection and livelihood projects.
- Excellent English and Arabic language skills (written and spoken).
